The Office of the SKA Organisation (?SKA Office?) leads the SKA system design and overall project management and oversees the detailed design being undertaken within the globally distributed SKA work packages. To accomplish this goal the SKA Office employs highly qualified scientists and specialist engineers, project managers and system engineers. Work packages for the major SKA subsystems are contracted to a small number of Work Package Consortia who are responsible for the management, execution and delivery of the work packages.

The SKA Office Engineering Project Managers report to the SKA Head of Project Management Group and are responsible for the overall management, control and successful delivery of the specific work packages under their stewardship. They form the primary managerial link between the consortia and the project level efforts, working closely with their counterparts in the consortia and with each other.
This role will be specifically managing the delivery of the work packages from the Science Data Processor (SDP) and Telescope Manager (TM), which are the two largest computing and software dominated consortia in the SKA, and so extensive experience managing software projects is essential.
Within the SKA Office the successful applicant will work closely with a system engineer, specialist engineer(s), a project scientist and an operations planner. He/she will lead this team and co-ordinate their efforts to advise and support the two consortia.
Although the primary focus of the role will be the management effort of the SKA SDP & TM, he/she will also be required to actively participate and support the SKA Head of Project Management Group and the SKA Head of Project in all aspects of the overall project management and control. He/she will ensure that the SDP & TM project management products are coherent with overall project requirements and will be responsible to integrate the products into the project level tools and systems for monitoring and reporting, issue resolution, risk management, configuration management and review.
Because of the distributed nature of the SKA the communication and interaction with the Work Package Consortia and other project managers and engineers will be an important aspect of the Engineering Project Manager?s responsibilities.
Essential Knowledge, Skills and Experience
The successful applicant for this role will have:
Education:
? University degree in a relevant field, or equivalent expertise.
Technical:
? A proven record and demonstrated ability to manage and deliver outcomes in medium to large software projects in complex environments.
? Demonstrated knowledge of international project management standards and the application thereof.
? First hand experience, or knowledge of, hardware and software technologies in domains such as high performance computing, big data analytics, cloud computing or industrial monitoring and control systems
Team Working:
? Good English oral and written communication skills and the ability to influence people in widely differing parts of a complex organisation.
? Membership of, or eligibility for membership of, recognised national and international project management and/or engineering institutes.
? Ability to work effectively with SKA engineers and scientists from a variety of cultures.
? Willingness to travel, nationally and internationally, and work outside normal business hours, including evenings and weekends on occasion.
Desirable Knowledge, Skills and Experience
The ideal candidate would also have:
? Experience in software project management in a research or scientific environment.
? A basic understanding of radio astronomy.
? Experience of procurement in large, complex ICT projects.
? Industry experience, and/or a track record in successful collaborative links with industry.
? Familiarity with the formalism for, and requirements of, quality control environments such as ISO9000.
Key Responsibilities, Accountabilities and Duties
The key responsibilities, accountabilities and duties for the Engineering Project Manager: SDP & TM include:
? Participation in the development, negotiation and finalisation of work package agreements and/or contracts and the maintenance of such in accordance with approved processes (as applicable).
? Attendance and participation in regular SDP & TM progress meetings and technical reviews.
? Collaboration with the Work Package Consortia project managers to ensure:
o Effective planning and scheduling of the SDP & TM workpackages,
o Management and reporting against the schedule,
o On time, within budget and high quality deliverables,
o Integration and maintenance of the SDP & TM project management into the overall SKA Office project management effort, including issue resolution, risk management, configuration management and review.
In addition, the role will be required to:
? Undertake training in the financial, occupational health and safety, and human resource management procedures applicable to the SKA or its partners.
? Undertake any other reasonable duties as directed by the post holder?s line manager or a member of SKA Organisation Senior Management Team.
