SKA-Mid Dish AIV Project Manager | Closing date: 2022-04-22 Contact: Hiring Manager |
A unique opportunity for a talented Project Manager with deep understanding of radio telescopes and systems engineering, and the ability to inspire and co-ordinate geographically dispersed teams in order to deliver one of the largest scientific facilities on the planet. | ▸ more | The SKA-Mid Dish AIV Project Manager will manage the delivery of the Dish Assembly Integration & Verification (AIV) contract, and any other assigned contracts, working closely with the SKA-Mid Dish Project Manager. The contract is technically challenging and will be delivered via international collaboration, meaning the successful candidate will need a sound technical background and ability to effectively manage the DIsh AIV contractor and other key stakeholders.
The SKA-Mid Dish AIV Project Manager will report to the SKA-Mid Senior Project Manager and will contribute to the activities of the Telescope Delivery Team which is responsible for the overall delivery of the SKA-Mid Telescope.
The SKA-Mid Dish AIV Project Manager will coordinate the Dish AIV related activities with Product Assurance, Configuration Management, Systems Engineering and other specialist engineers related to the various Dish products for the SKAO, via a matrix structure.
This role is based in Cape Town, Western Cape, South Africa, and will require occasional international travel and locally travel to the site in the Karoo region.
In line with our Flexible Working Policy, flexibility around working hours may be accommodated in agreement with the Line Manager where operationally viable, ensuring telescope delivery is not impacted.
Key Responsibilities, Accountabilities and Duties
- Perform the NEC4 Project Manager role for the Dish AIV contract, and other assigned contracts, in South Africa, managing the delivery of the contract(s) through to successful completion.
- Lead and manage the delivery team across SKAO and SARAO in support of assigned contracts.
- Develop and deliver detailed Dish Integration plans that are consistent with the Mid Telescope delivery objectives.
- Build relationships with other internal and external stakeholders to gain buy-in and support effective collaboration, including with other Mid contractors.
- Manage the contractor reporting relationship to ensure maintenance of data integrity, managing progress reporting, costs, schedule, issues and risks in line with the SKAO and NEC4 processes.
- Supervise the implementation of SKAO processes and best practices in the Dish AIV contract in collaboration with the SKAO System Engineering group.
- Take prompt action to resolve any problems in accordance with the terms of the contract, including negotiating and managing contract variances.
- Manage quality reviews in order to identify, assess and take action to mitigate risks to delivery.
- Provide specialist advice to the SKA-Mid Senior Project Manager and the SKA-Mid Dish Project Manager to support change through understanding and insight in order to have an impact on overall programme/project performance.
- Occasionally travel nationally and internationally, as required, to fulfill these duties (typically for one week, 3-4 times per year).
- Undertake any other reasonable duties as directed by the SKA-Mid Senior Project Manager or a member of the SKAO Executive Leadership Team.
Mandatory Knowledge, Skills and Experience
- Recognised university degree or equivalent experience in engineering.
- Project or programme management qualification or training.
- Demonstrated expert capability in systems engineering and its principles with a relevant INCOSE qualification or equivalent training.
- Knowledge of contract management principles and associated procedures and regulations, with the ability to agree and shape standards to the particular project environment.
- Ability to monitor, plan and manage an agreed budget within a defined area, producing reports and analysis.
- Deep understanding of wider project and programme environment, including deep knowledge of radio telescope AIV activities.
- Experience of commissioning and managing services within a project environment.
- Experience in leading multi-disciplinary and/or geographically dispersed teams, or evidence of the potential to fulfil such a leadership position.
- Excellent verbal and written communication skills in English, with the ability to take part in formal communications and influence across different levels of the business including senior management and stakeholders.
- A flexible and self-motivated team player who is adaptable to change.
- Ability and willingness to travel nationally and internationally as required and when possible in the context of any international travel restrictions (typically for one week, 3-4 times per year).
Desirable Knowledge, Skills and Experience
- Understanding of the signal chain of a radio interferometer.
- Knowledge of RFI/EMC constraints.
- Experience or knowledge of NEC contracting.
- Experience working on international radio telescope projects.
- Knowledge of Afrikaans and/or Mandarin languages at professional working proficiency level would be a distinct advantage.
- Knowledge or understanding of the SKAO project would be an advantage.
- Industry experience, and/or a track record in successful collaborative links with industry.
- Experience of product assurance methodologies and managing change.
- Experience of configuration management processes.
- Experience of working in a matrix organisation.
- Knowledge of using Jira/Confluence tools.
